Your TCOLE comparative analysis, ready to upload
Enter your agency’s motor vehicle stop numbers in a form laid out like TCOLE’s. Every total is checked as you type. You get the comparative analysis PDF for your TCLEDDS upload, a plain-English summary for your governing body, and every table as a spreadsheet file. $395 per annual report.
What your report contains
Each part answers what Texas Code of Criminal Procedure article 2B.0055 and TCOLE ask for.
- Stops by race or ethnicity and by gender compared with the population of your reporting area, from Census figures you can see and change.
- The comparison the statute names: stops of members of racial or ethnic minority groups and of others.
- Dispositions by race or ethnicity: reasons for stops, results, arrests and their basis.
- Searches, reasons for search, contraband found and resulting arrests by race or ethnicity.
- Your racial profiling complaints and how each was resolved, with no identifying details.
- A methodology appendix with the formula and source for every figure, Census table IDs and margins of error.
- Blank sections for your agency’s own notes and findings, and a signature block for the chief administrator.
- Your numbers arranged in the order of TCOLE’s online form, for typing into TCLEDDS.

What it doesn’t do
It doesn’t draw conclusions. The report states counts, percentages and differences in fixed, neutral wording. It never says whether racial profiling occurred and never characterizes your agency. No text in it is written by AI.
It isn’t legal advice, and it isn’t affiliated with TCOLE. Your agency reviews, signs and submits its own report.
Due March 1, every year
Agencies submit the report by March 1 for stops made in the previous calendar year (art. 2B.0055(b)), to TCOLE and to the governing body of each county or municipality they serve. TCOLE opens its filing window on January 1.
$395 per annual report
Starting a report and entering your numbers is free. Pay by card (purchasing cards work) when you’re ready to download: the comparative analysis PDF, the governing body summary PDF and the CSV tables, for one agency and one year. Change a number afterwards and download again at no charge.
Questions
Is this approved by TCOLE?
No. StopDataReport is an independent tool and isn’t affiliated with or endorsed by the Texas Commission on Law Enforcement. TCOLE accepts the comparative analysis as a PDF upload with your online report; what goes in it is your agency’s responsibility.
Does the report say whether racial profiling occurred?
No. It presents counts, percentages and comparisons in fixed, neutral wording, with the formula and source for every figure. It never states or implies a conclusion, and none of its text is written by AI. If your agency wants to state findings, the report has a section marked for the agency to complete.
Where do the population figures come from?
The U.S. Census Bureau’s American Community Survey 5-year estimates (tables B03002 and B01001). We suggest an area based on your agency type: the city for a city police department, the county for a sheriff or constable, the school district for ISD police. You can choose another Texas county, city or school district, or enter your own figures and name their source.
What happens if our numbers don’t add up?
The form shows which totals don’t match their parts as you type, and it won’t make the files until every total adds up. In TCOLE’s public file of 2025 reports, 796 of the 1,599 full reports have at least one section whose counts don’t add up to its own total (for example, a category’s race or ethnicity counts not matching the category total).
Can we change numbers after paying?
Yes. Your report stays editable, and the files are made fresh from the saved numbers each time you download them.
What does the free draft use?
The numbers your agency filed for 2025, from TCOLE’s public statewide file, run through the same analysis as a paid report. It shows the main comparison tables; the full report unlocks when you buy this year’s report.
How do we pay?
By card, including purchasing cards, through Stripe’s checkout. $395 per annual report, all in. You get a receipt and an invoice by email. There are no contracts, subscriptions, quotes or sales calls.
Who can see our data?
Only people with your report’s private link. We don’t publish or sell it. Paid reports are deleted two years after payment; unfinished, unpaid drafts are deleted 90 days after their last change. See the privacy page.
Our agency filed as exempt. Do we need this?
TCOLE says a comparative analysis is not required when an agency reports as exempt (it makes no motor vehicle stops in the routine performance of its duties).
